New Zealand Electric:  Less safe, low maintenance, low cost.  Ideal for perimeters, where brush can offer clear visual.  Also ideally suited for heavily wooded areas, where trees are likely to fall on the fence.  Not suited for turn-out runs or small adjoining paddocks.  Add coated electric wire on the top, such as Equi-fence to improve visibility.  Replace electric wires w/ tape or wide horse tape for semi-temporary installations.
